Specific Duties and Responsibilities

 

Regional Secretary
  1. The Department shall be headed by a Regional Secretary who shall be responsible in carrying out the inherent duties and responsibilities of the Office efficiently and effectively. He shall exercise technical and administrative supervision over District Offices and Area Equipment Services within the region;
  2. He shall ensure the implementation of laws, policies, rules, regulations, guidelines and procedures for effective planning, design, construction, equipment and maintenance of infrastructure projects within the region;
  3. He approves technical, financial and administrative matters; and
  4. He shall also perform such other related duties and responsibilities as maybe assigned or delegated by the Regional Governor.
Assistant Regional Secretary
  1. Advises and assists the Regional Secretary in the formulation and implementation of the Department policies, plans, programs and projects;
  2. Supervises all the operational activities of the Bureaus and Divisions in the Department, for which he is responsible to the Regional Secretary;
  3. Represents the Regional Secretary in conferences, meetings, and all other official functions; and
  4. Performs such other duties and responsibilities as maybe assigned or delegated by the Regional Secretary.
Legal Section
  1. Advises the Regional Secretary on all matters relating to legal affairs;
  2. Prepares Department contracts and instruments; reviews and interprets all contracts and agreements entered into by the Department; and evaluates all legal proposals;
  3. Conducts administrative investigation as well as the review of administrative charges against officersemployees of the Department; and
  4. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/the Regional Secretary.
Internal Control Unit
  1. Advises the Regional Secretary on all matters relating to management control and operations audit;
  2. Conducts management and operations audit of department activities;
  3. Reviews and appraises systems and procedures, organization structures, assets and management practices, accounting and other records, reports and performance standards such as budgets and standard costs of the department proper and district offices;
  4. Analyzes and evaluates management deficiencies and assists top management in solving problems by recommending realistic courses of action; and
  5. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Bureau of Services
  1. Plans and directs the preparation of the Department Annual Budget on the basis of its functions, programs, projects or activities;
  2. Provides the Regional Secretary with technical advises and assistance on financial and administrative management;
  3. Assists the Regional Secretary in the budget hearings by higher authorities;
  4. Formulates systems for processing fund request and allocation in line with the declared fiscal policies and budget guidelines;
  5. Formulates, recommends and implements policies, guidelines and standards on financial and administrative matters consistent with existing laws;
  6. Undertakes financial budgetary management improvement programs and services;
  7. Monitors the programming of capital external financial resources of the Department and its Field Offices;
  8. Directly supervises two (2) Divisions, namely: Administrative and Financial and Management Divisions; and
  9. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Administrative Division
  1. Supervises all the personnel of the HRM & Records Section, Supply Section and General Services Section;
  2. Formulates and recommends policies, guidelines and standards on personnel recruitments, promotions, and selections;
  3. Implements approved office and personnel guidelines and policies;
  4. Evaluates, prepares and answers office communications;
  5. Prepares and recommends office policies and guidelines on the wise use of office supplies, equipment, properties, etc.;
  6. Refers matters that necessitates actions, comment and appropriate actions of the Sections under his supervision;
  7. Reviews matters submitted for signature of the Regional Secretary for correctness of data and recommends appropriate action when needed; and
  8. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Human Resource Management and Records Section
  1. Formulates and recommends policies, guidelines and standards on personnel and implements approved personnel policies;
  2. Establishes and administers a comprehensive and balanced personnel program for the DPWH-ARMM including recruitment, selection and placement of personnel cover and employees relations, morale and welfare services;
  3. Administers and signs all statements that need to be subscribed under oath involving personnel of DPWH-ARMM;
  4. Help create an atmosphere conducive to good supervisor-employee relations and improvement of employees welfare and morale and recognizes the employees right to self organizations;
  5. Establishes and administers a continuing employee suggestions, and incentives and award system for the improvement of employees’ performance and productivity;
  6. Maintains a complete and up-to-date personnel information system;
  7. Provides assistance in the implementation of policies and operating procedures, regulations and instructions governing personnel matters in the DPWH-ARMM; and
  8. Performs such other functions as maybe directed.
Supply Section
  1. Conducts and maintains inventory of all properties of DPWH-ARMM and sees to their proper upkeep and maintenance;
  2. Determines the actual office equipment and supply requirements of all organizational units in the DPWH-ARMM;
  3. Purchases needed office equipment, supplies and materials in accordance with approved procurement procedures;
  4. Issues necessary receipt covering supplies and equipment issued to any personnel offices in the DPWH-ARMM;
  5. Supervises the duties and operation of the property in the Supply Section; and
  6. Performs such other functions as may be directed.
General Services Section
  1. Ensures the maintenance of cleanliness and sanitation in the office premises and workplace and implements approved policies on the matter;
  2. Formulates, recommends and implements policies and guidelines in the adoption and strengthening of security measures for the protection of the employees and government properties, facilities and structures;
  3. Prepares plans and programs for the protection, preservation and maintenance of government properties, facilities and structures from any form of destructions/damages;
  4. Studies, prepares and responds to communications addressed to the Section; and
  5. Performs such other functions as maybe directed.
Financial and Management Division
  1. Provide effective and efficient staff advices to the management on matters related to budgeting, financial and management improvement program for the regional Department;
  2. Undertake measures in the preparation of the DPWH-ARMM annual budget, budget execution and control, accounting of financial transaction and cash section;
  3. Supervises all personnel under the Accounting Section, Budget Section and Cash Section;
  4. Supervises the consolidation of trial balances and other financial reports of regional and field offices;
  5. Extends technical assistance to Field Offices on matters related to  financial managementand
  6. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Budget Section
  1. Prepares the Regional Department (DPWH-ARMM) Annual Budget Proposal;
  2. Assists in the presentation of the Regional Department budget proposal before administrative and legislative bodies;
  3. Undertakes operations relative to budget execution and control;
  4. Prepares the physical reports of operations for management guidance and as required by management;
  5. Extends technical assistance to all operating units on budgetary matters; and
  6. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Accounting Section
  1. Processes Disbursement Vouchers and review completeness of supporting documents;
  2. Obligates and Certifies as to the availability of funds;
  3. Maintain basic and subsidiary accounting records and books of accounts to reflect financial information required by existing accounting and auditing rules and regulation and by management;
  4. Analyzes, reviews and consolidates trial balances and reports of Regional and field offices;
  5. Prepares and submits financial reports to management and other government offices and agencies authorized to receive such report; and
  6. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Cash Section
  1. Determines the proper signing and approval of disbursement vouchers and ensures that required documents are properly attached;
  2. Prepares Checks and Advice of Checks Issued and Cancelled;
  3. Performs cashiering services to the employees of the DPWH-ARMM;
  4. Ensures the proper maintenance of Cash records and prepares reports in accordance with the existing rules and regulations; and
  5. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Director for Bureau of Operations
    1. Formulates policies pertaining to:

1.1. Construction Management and Contract Administration;

1.2. Maintenance of infrastructure projects and facilities;

1.3. Management of infrastructure equipment and other related facilities.

  1. Ensures the implementation of laws, policies, rules, regulations, guidelines and procedures for effective planning, design, construction, equipment utilization and maintenance of infrastructure projects within the region;
  2. Reviews and evaluates programs, estimates and tenders contract documents for construction, maintenance and equipment;
  3. Recommends for approval of plans and programs of work for the construction and maintenance of roads and other infrastructure  projects;
  4. Supervises and monitors construction, and maintenance activities including equipment utilization and enforcement of materials quality control on projects for the purpose of ensuring that such activities are being conducted/implemented in accordance with the standard policies and guidelines;
  5. Provides support to Field Offices on construction management and contract administration, maintenance of infrastructure projects and facilities, equipment management and materials quality control management;
  6. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Planning and Programming Division
  1. Implements policies, guidelines and procedures in the planning of infrastructure projects;
  2. Refines and consolidates the annual infrastructure program and long and medium term infrastructure development plans in the region;
  3. Prepares program of work and detailed estimates for infrastructure projects;
  4. Provides technical services relating to public works and highways infrastructure, planning, programming and project development;
  5. Provides technical assistance and support; and maintains close coordination with other offices/agencies on matters relating to public works and highways, planning, programming and project development;
  6. Provides over-all coordination, direction and supervision of all activities undertaken by the different sections in the Planning and Programming Division; and
  7. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Survey and Design Division
  1. Implements policies, standards, guidelines and procedures in the design of infrastructure projects;
  2. Conducts surveys, site inspections and evaluates survey results for the planning, design and post evaluation of public works and highways projects;
  3. Prepares, reviews and recommends plans, design of public works and highways projects within the region, and recommends approval of plans and designs by the Regional Secretary;
  4. Conducts site inspection or verification during project implementation to monitor compliance with design standards and specifications;
  5. Conducts inspection of damaged public works and highways structures/facilities upon request;
  6. Provides over-all coordination, direction and supervision of all activities undertaken by the different sections in the Survey and Design Division; and
  7. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Construction Division
  1. Implements policies, guidelines and procedures for effective construction of infrastructure projects and ensures that the annual construction works/programs/performance budget are properly implemented;
  2. Oversees, inspects, monitors and evaluates various infrastructure projects implemented by the District Engineering Offices and other government agencies covered by Memoranda of Agreement in accordance with existing standards and guidelines and within its approved level of authority;
  3. Provides technical assistance and support to local government units and other government agencies in the construction of infrastructure projects within its delegated authority in the ARMM;
  4. Evaluates, processes and recommends for approval contract related documents such as variation orders, time extension, suspension, PERT/CPM schedules, claims for price adjustment for construction projects submitted by the District Engineering Offices;
  5. Prepares, consolidates and submits reports, request and other documents pertaining to project implementation concerns for appropriate action of higher authorities and other agencies;
  6. Supervises all construction directly implemented by the Regional Office;
  7. Provides over-all coordination, direction and supervision of all activities undertaken by the different sections in the Construction Division; and
  8. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Materials Quality Control and Hydrology Division
  1. Implements policies, guidelines and procedures on total quality management system;
  2. Conducts materials testing services including calibration of testing equipment/apparatus of Regional and District laboratories;
  3. Assesses materials testing capabilities of the district personnel and its laboratory;
  4. Checks and validates test reports in compliance with the minimum testing requirements in accordance with the approved Quality Control Programs and submitted monthly materials report of all projects;
  5. Provides technical services related to identification of sources of construction materials and soil re-classification for variation order claims;
  6. Supervises all construction directly implemented by the Regional Office;Performs periodic inventory of approved quarries;
  7. Participates in the conduct of final inspection for completion or acceptance of locally funded projects; and
  8. Performs such other duties and responsibilities  as may be assigned by the  immediate supervisor and/ or the Regional Secretary.
Maintenance Division
  1. Implements policies, guidelines and procedures for effective maintenance of infrastructure projects;
  2. Monitors and evaluates various maintenance projects implemented by the District Engineering Offices  in accordance with existing standards and guidelines;
  3. Evaluates and processes contracts related documents for maintenance projects submitted by the District Engineering Offices for approval by the Regional Secretary;
  4. Assists in the conduct and assessment of condition of roads, bridges and other infrastructure projects;
  5. Reviews and evaluates plans, programs of work, and estimates including reports submitted by the District Engineering Offices, the same are forwarded to the Director for Operations for action;
  6. Evaluates and endorses requests for funding for the repair/rehabilitation  of damaged infrastructure facilities brought about by calamities to the Central Office; and
  7. Performs other related duties and responsibilities as may be assigned by the immediate supervisor and/or the Regional Secretary.
Equipment Division
  1. Formulates plans, programs, strategies and policies pertaining to equipment operations both Regional Office and Area Equipment Services (AES) and recommends the same to the Director  for Operations;
  2. Implements policies, guidelines and procedures for effective management of equipment and facilities in the region;
  3. Monitors equipment fleet in the Area Equipment Services for regular use and for augmentation or immediate use (quick response);
  4. Prepares and consolidates the Annual Procurement Plan, Program of Work and Equipment Disposal Program for the maintenance and repair of existing equipment fleet;
  5. Reviews and evaluates program of works and estimates of spare parts on preventive maintenance, rehabilitation, repair and maintenance of heavy equipment and service vehicles both Regional level and AES, the same shall be forwarded to the Director for Operations for appropriate action;
  6. Assists in the inspection of parts and materials procured and delivered;
  7. Provides technical assistance in the procurement, delivery and inspection of parts and materials delivered, including the preparation of equipment specifications;
  8. Conducts periodic inventory of equipment and service vehicle;
  9. Exercises overall supervision of equipment operations in coordination with District Engineering Offices within the ARMM; and
  10. Performs such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
District Engineering Offices
  1. Implement policies, guidelines and procedures for effective implementation of construction,  maintenance of infrastructure projects;
  2. Inspect, verify, monitor, supervise and evaluate various infrastructure projects  in accordance with existing standards and guidelines;
  3. Implement various infrastructure projects in their area of jurisdiction;
  4. Conduct, inspect and assess condition of roads, bridges and other infrastructure projects and submit to the Regional Office;
  5. Prepare, review and evaluate plans, programs of work, and estimates including reports and submit to the Regional Office;
  6. Prepare, evaluate and endorse requests for funding for the repair/rehabilitation  of damaged infrastructure facilities brought about by calamities to the Regional Office; and
  7. Perform such other related duties and responsibilities as may be assigned by the immediate supervisor and/or the Regional Secretary.
Area Equipment Services
  1. Undertakes rehabilitation/repair and maintenance of equipment used in various infrastructure projects;
  2. Conducts inspection of equipment utilized in the construction and maintenance of roads and other infrastructure facilities;
  3. Prepares Equipment Utilization Reports and rental billings, reviews and initiates equipment rental collection reports;
  4. Maintains  up-to-date equipment records and the submission of periodic equipment and financial reports to the Regional Office;
  5. Prepares Annual Parts Procurement Program and Annual Rehabilitation Program and submit to the Regional Office; and
  6. Perform such other related duties and responsibilities as may be assigned by the immediate supervisor and/ or the Regional Secretary.
Project Engineer
  1. In-charge of overall planning and control of the projects;
  2. Conducts inspection of equipment utilized in the construction and maintenance of roads and other infrastructure facilities; Ensures that materials and workmanship are at all times in accordance with plans and specifications;
  3. Ensures that inspections and tests are carried out promptly and timely;
  4. Approves concrete pouring permit;
  5. Issues work suspension orders and other site instructions;
  6. Prepares proposed Change Order, Extra Work Order or Supplemental Work Agreement when necessary;
  7. Witnesses critical activities of the project;
  8. Checks/verifies physical and financial status of the Project;
  9. Checks/verifies statement of work accomplishment;
  10. Resolves problems encountered in the implementation of the project;
  11. Maintains and/or updates field documentation such as log book, plans and program of works, schedules, S-curve, laboratory test results, etc.; and
  12. Coordinates with project Consultants, NGOs and other officials concerned in project implementation.
Project Inspector
  1. Assists the Project Engineer in the overall direction and supervision of the field operation;
  2. Ensures that the works being inspected are in accordance with the plans and specifications;
  3. Witnesses critical activities of the project;
  4. Notifies the project engineer in case there are deviations from approved plans and specifications;
  5. Conducts and monitors daily activities including weather conditions and maintains a logbook to record such activities;
  6. Prepares and submits statement of work accomplished;
  7. Prepares and submits physical/financial status to the project engineer; and
  8. Carries out instructions/orders of the project engineer.
Field Materials Engineer
  1. Ascertains that all materials incorporated into the work pass the requirements of the DPWH Standard Specifications for Highways, Bridges and Airports and to strictly comply with the schedule of Minimum Testing Requirements;
  2. Advises the Project Engineer on the acceptance or rejection of construction materials intended for use in the project, based on test results;
  3. Recommends to the Project Engineer remedial measures for the correction of unsatisfactory conditions of materials;
  4. Checks/certifies design mixes prepared by contractors for concrete and bituminous mixtures;
  5. Acquaints himself fully with the standard procedures of sampling, testing and control;
  6. Sees to it that the field laboratory is adequately equipped so that the progress of the work will not be impeded;
  7. Keeps a record of the daily activities ready for inspection anytime; and
  8. Submits within required time frame test reports and other pertinent documents.
